Can it approve or reject returns?
Yes — rejecting, cancelling, closing and processing returns are all in scope, along with adding notes, flagging, reporting fraud and managing allowlists and blocklists. Because these are money-affecting, we put approval steps in front of them.
Are there rate limits?
